Both places will be very busy with Zion having being overcrowded. Just a tip, if you are traveling in April, you should try to avoid being at Zion and the Grand Canyon the week before and a few days immediately after Easter, April 9. It's also a 4.5 hour drive from Bryce to Monument Valley.
But if you are coming from Zion, you would actually go to Bryce after Zion and then move on to Monument Valley. Because the road can be in very rough condition, it would not be a good idea to drive a rental vehicle on that road. I wouldn't necessarily say that the drive of the valley is a "must do". First of all, you will want an overnight at The View at Monument Valley so that you can experience the iconic sunset and sunrise.
